If the problem with wellfare is abuse why dont we drug test?

I carry a job which makes me a productive member of society and they drug test me. Wouldnt that be a step in the right direction. It’s a circle I get a job get drug tested then give my money to people using drugs. I think half the people on wellfare would go and get a job if they got drug tested.
