What is wrong with the Controlled Substances Act?

Schedule 1 drugs
Findings required:
(A) The drug or other substance has high potential for abuse.
(B) The drug or other substance has no currently accepted medical use in treatment in the United States.
(C) There is a lack of accepted safety for use of the drug or other substance under medical supervision

Under this definition shouldn’t tobacco be included as well?

Also how are drugs like cocaine, methamphetamine, and oxycodone schedule 2 drugs and marijuana is schedule 1 if they are clearly more dangerous drugs than marijuana?
