We talk with a few of them and try to understand what is happening. The lack of low skilled construction jobs is exacerbating the homeless problem with some of the population. Some have drinking and/or drug addiction problems they are fighting as well. In general the streets are a very dangerous place to be. Sporadic encampments like this are forming all of the time in Southern California and then usually broken up by law enforcement.
