Is This Abuse and if So, What Level of Action Should Be Taken?

Question by Plastic Stars ?: Is this abuse and if so, what level of action should be taken?
Lets say, there’s a teenage girl (Her whole life these things have happened.) and she has a father that yells, calls her names, says and does things to make her feel uncomfortable and dirty, humiliates her in public, and tells her he hates her and she’s a “Waste of money.”.

Examples of public humiliation: Saying some of those uncomfortable things in front of people, yelling at her in public, playing “games” as he calls them – like hitting her bum with items in stores, kicking her bum literally with his foot, or constantly asking her to cuddle with him along with awkward hugs that don’t feel right.

Sometimes he makes perverted remarks, twists things she says into perverted topics, and whistles at her, makes comments about what’s she’s wearing as if he’s attracted to her, etc. The girl has memories that make her suspect childhood molestation, fears being alone with her father – thinking he’ll try something inappropriate or hit her.

This is just some main things. So, like the question title – Is this abuse and if so, what level of action should be taken?
The mom knows, she hasn’t done anything to stop it.

The average person will probably say…. Yes, this is abuse. This girl’s father needs help with issues. Unfortunately, legally, this mental and verbal abuse would have to escalate to get the proper attention from the proper people. This teenage girl should tell someone she trusts in a position of authority, a pastor, teacher, etc. Some professionals are required to report any suspected abuse to human services and they will take it from there.
