Because people tend to gather in peer groups where their drug use is acceptable. Surrounding yourself with enablers and other drug users tends to make your own bahavior seem normal.

It is a social construct because the determination of what is considered “abuse” is totally societally determined. There are some places where any use of an illicit drug is considered “abuse.” There are other places where use of certain drugs is of little consequence, is condoned, or is legal. Drugs used for religious purposes among some cultures would be considered drug abuse among others. There are no clear markers for what constitutes abuse, so it is socially determined.    Read more...
