Substance Abuse, or Substance Use?

Question by The Answer Guru: Substance Abuse, or Substance Use?
I find that any one substance can never be enjoyed if done on the pure basis of aiding an addiction. But rather, a substance can be enjoyed if the effects are fresh, and have not been frequently experienced. This said, I would like to propose a “Substance Use” schedule for myself, as follows below:

Monday: 3 Cigarettes
Tuesday: 1 Coffee in the morning.
Wed: 1 Cigarette
Thursday: None.
Friday: Coffee and cigarette.
Saturday: Alcohol, cigarette.
Sunday: Nothing.

I would like to know if you believe this schedule would limit the possibilities of abuse, keep each substance fresh, and have limited health implications based on the limited frequency of every one substance. Would you label it as “substance use,” or “substance abuse?”
