I am not 100% on whether there were Drug Lords in the 1800s but I do not that Heroin and Cocaine was being tossed around here and there beginning in the mid 1800’s. There were also Organized Crime in the 1800s so if you would want an answer then I would probably say yeah but don’t count me on that one.
